LTQA’s project in partnership with the Community Living Policy Center (CLPC) at Brandeis University aimed to study the impact of the COVID-19 pandemic on Medicaid HCBS beneficiaries. The research team partnered with several LTQA member health plans across multiple states to examine excess mortality for individuals receiving Medicaid HCBS during 2020. This study reveals notable differences with important implications on research, policy, and practice to improve quality and access for low-income older adults and individuals with disabilities who have functional needs.
